We currently self-manage all owned assets including LIHTC, USDA, HAP, Market Rate and Commercial.  None of our affordable properties has any compliance issues. With monthly site visits from a member from Encore’s team and daily operational oversight, we ensure high standards in tenant experience and property conditions.

Encore is expanding its portfolio in the coming year with 400+ Project-Based HAP units, financed through Fannie Mae or Freddie Mac, maintaining a self-managed approach to ensure compliance and operational efficiency which is the most important mission to our business plan of ownership and self managing.

We have a strong, experienced team and use AppFolio software to ensure full compliance, Seamless automation and efficient property management. Through technology and hands-on expertise, we streamline every aspect of operations. Our team has decades of acquisition, management, renovation and compliance experience.

On-site inspections verify property conditions, review maintenance work orders, meet entire on site team and discuss all on-going items, problem solve, review compliance documentation, tenant satisfaction, and management effectiveness, allowing for immediate corrective actions if needed.

III. Quarterly Audits

Thorough audits of leasing office files and operational procedures uphold compliance and performance standards.

IV. Marketing & Occupancy Strategies

We continuously refine leasing and marketing strategies to maximize occupancy rates, aiming to maintain higher than 97% collections, and ultimately our Company goal is to have a waiting list strategy on all our owned assets portfolio wide.

Compliance & Re-Certifications

I. Document Tracking & Deadlines

Maintain a compliance calendar to track recertification deadlines, HAP requests, and reporting requirements.

II. Resident Re-Certifications

Initiate annual income and eligibility re-certifications 90–120 days in advance, collecting necessary documentation and verifying accuracy.

III. File Audits & Quality Control

Conduct internal audits before submission, ensuring files meet HUD and LIHTC requirements.

IV. HAP & Compliance Submissions

Prepare and submit HUD-mandated forms and XML reports through AppFolio for streamlined processing.

V. Regular Training & Updates

Keep staff updated on HUD changes and compliance requirements through periodic training.

VI. Property Inspections & Compliance Reviews

Conduct routine site visits to verify adherence to HUD, REAC, and NSPIRE inspection standards.

VII. State & Federal Compliance Monitoring

Stay proactive with state and federal agencies, addressing any compliance updates or new regulations promptly.

We use AppFolio to efficiently self-manage our HUD properties by automating compliance, documentation, and reporting.

 

The platform maintains a historical record of HAP Request submissions, Tenant Income Certifications (TIC), and other essential compliance documents, ensuring accuracy and timely submissions to Contract Administrators (CAs) and state agencies via XML reporting. With integrated features like subsidy management, certification tracking, and compliance monitoring, we streamline processes such as voucher processing and resident income recertifications.

 

AppFolio’s automation reduces manual work, keeps us compliant with evolving HUD regulations, and enables us to oversee our entire portfolio all in one system, strengthening our operations and communities.
