Encore Development is a privately held affordable-housing investment and management company based in Los Angeles, California. We acquire and preserve PBRA/Section 8 communities in select Midwest and Mountain markets. Our mandate is simple: extend affordability, improve properties, and deliver reliable outcomes for residents, sellers, lenders, and communities. We invest in our portfolio to maintain affordability, find improvements and repairs, and to support resident and community well-being.
Encore is led by Principal Arthur H. Arejian, with decades of brokerage, development, and acquisition experience across multiple states.
Brokerage Experience
In 1989, Arejian set his sights on Southern California, marking the start of an illustrious career at Marcus & Millichap Los Angeles in 1991. His exceptional dedication earned him the national outstanding achievement award for six consecutive years, culminating in his promotion to Senior Investment Associate in 1997, showcasing his expertise in the field.
In a league of his own, Arejian became the #1 Re/Max Commercial Agent in the United States for 2001 and 2002, a testament to his unrivaled real estate acumen.
With three decades of multi-family brokerage and acquisition experience, Arejian founded Vanguard Investment Group Inc. in 2005, an eminent Boutique Multi-Family Investment Real Estate Brokerage & Advisory firm. His tenure has seen hundreds of transformative multifamily transactions, including over 20,000 units within the last decade alone. This outstanding track record amounts to a remarkable $350 million in transactional volume between 2018 and 2020, contributing to a cumulative $1 billion in transaction volume over two decades.
Development Experience
Arejian's journey extends beyond transactions, as he ventured into development in 2001, acquiring 15 value-add multifamily properties across diverse locales for a total investment of $50 million. His commitment to affordable housing is evident through collaborations with nonprofits in the LIHTC sector and successful multifamily land site entitlements, driving strategic resales post-entitlement.
His pioneering initiatives include a ground-up 60-unit multifamily project in Phoenix, Arizona, and the meticulous transformation of a historic hotel into a thriving 60-unit Class A Market Rate multifamily project in Glendale, CA. Additionally, he revitalized a 100-unit Senior 55+ housing project within a Mesa, AZ golf course community.
